Rio Rancho is a young city built in waves. Half the housing stock went up in 2000 or later. Another 15,300 homes date to the 1980s and 1990s. A tank water heater does not last that long, so those houses are on their second or third one. When the tank itself starts weeping at the bottom, the heater is done. A repair will not bring it back.

The City of Rio Rancho runs its own water and wastewater utility. Every drop of the drinking water is groundwater. The city pumps it through 11 wells, and many of those wells run more than 1,000 feet deep. The water is disinfected with chlorine and sent out through the mains.
The rock the water sits in holds natural arsenic. The city's 2025 water quality report puts arsenic at 4 to 5.8 parts per billion. The EPA limit is 10. That same report says the city inventoried all 39,824 service lines in town and found none made of lead. So the supply side here is in decent shape.
Deep groundwater still carries minerals, and minerals settle inside a water heater. Sediment on the bottom of a tank makes it pop and rumble and shortens the life of the unit. A yearly flush is the simplest thing you can do for a tank heater. On a tankless unit the same job is a descale.
City sewer reaches most of Rio Rancho. If your street in Cabezon, Loma Colorado, Northern Meadows, Enchanted Hills or Mariposa has a main in it, you are on it. The gaps sit on the rural edge, and the biggest one is Rio Rancho Estates. The Census counts about 68 square miles out there and under 600 housing units.
Out there the rules change. The city has a 200 foot rule for water. If a city water line sits at or within 200 feet of the property, the owner has to connect. The hookup is at the owner's expense. Past 200 feet, a domestic well application is the other route.
Waste works the same way. With no sewer line near the property, you apply for a liquid waste permit. That permit comes from the New Mexico Environment Department. NMED looks at the site, the lot size and the setbacks, and it inspects the system before anything gets covered. We put that package together with you as part of septic system installation. We do not pump tanks. A pumping company handles that part.
Rio Rancho gets real freezes. The National Weather Service station in town puts the average January low at about 24 degrees. December through February averages about 25 degrees at night. Pipes in an unheated garage, along an outside wall or out at a hose bib are the ones that split.
There is a second reason to care about a winter leak here. The city sets your monthly wastewater rate from your Winter Quarter Average. That is your water use across the December, January and February billing cycles. The new rate starts in March and rides for the next year.
So a running toilet or a hidden leak in January does more than waste water. It lifts the sewer side of your bill until the next winter quarter comes around. The median Rio Rancho home was built in the year 2000. About half the housing stock is newer than that. Another 15,300 units date to the 1980s and 1990s. Barely 1,300 homes in the whole city predate 1970. That makes the typical Rio Rancho job a tract home coming of age. The water heater, the shower valves and the angle stops come due together.
About 8 in 10 homes here heat with piped natural gas, by Census figures. Most of the rest run on electricity, and roughly 800 use propane. That means gas ranges, gas water heaters, gas dryers and gas fireplaces all over town. New lines, extensions, leak repairs and pressure tests are all gas line work we take on.
